The Petroleum Commission, regulator of Ghana’s upstream petroleum industry, has joined leading energy institutions, industry experts, policymakers and senior government officials at the 2026 CERAWEEK to promote investment opportunities in Ghana and strengthen existing partnerships in the industry.

Rated among the top five corporate leadership conferences in oil and gas, CERAWEEK convenes investors, technology and global energy leaders to dialogue on the future of the energy industry and emerging technologies shaping the energy landscape.

Leading the Commission’s delegation is the Ag. CEO, Ms. Emeafa Hardcastle, who, on the side-lines of the Conference, is holding discussions with targeted companies. Ms. Hardcastle is highlighting government’s ongoing efforts to strengthen and increase the competitiveness of the upstream investment environment in a bid to attract long-term investments into the industry.

whilst also exploring areas of collaboration in the deep to ultra-deep waters. The CEO presented investment opportunities in open acreages and farm-in opportunities to investors as well as the ongoing and regulatory reforms to enhance competitiveness of the Ghana’s upstream industry.

“As you are well aware, Ghana’s upstream sector offers strong resource potential and attractive returns for investors, underpinned by fiscal and regulatory terms that are currently being reviewed to enhance competitiveness and investor appeal,” she said.

“We recognise that very few companies have the technology, financial resources and risk appetite required to operate in the deep to ultra-deep waters.

We are open to companies working together in a consortium to develop these areas in the interest of all parties,” she added, highlighting the need for partnership in exploiting the country’s petroleum resources.

A number of companies engaged expressed similar sentiments and interests in exploring investment opportunities in Ghana’s sedimentary basins, once the revised regulatory and fiscal reforms are finalised.

It is expected that review of the frameworks will be completed and finalised by fourth quarter, 2026. In the months ahead, it is anticipated that as the Commission intensifies its promotional efforts, these engagements will lead to more partnerships and investments commitments in Ghana’s upstream petroleum industry.

The 2026 edition of the conference organised annually by the S&P global is being held under the theme “Convergence and Competition: Energy, Technology and Geopolitics,” in Houston, convening over 1000 C-suite executives, and participation from over 2000 companies globally.
