Visually Impaired PhD Researcher from Swansea University Presents AI Tool to Strengthen Local Content Compliance at Petroleum Commission

The Petroleum Commission yesterday welcomed a groundbreaking research presentation from Mr. Joseph Anim, a visually impaired PhD candidate from Swansea University, who is pioneering the use of Artificial Intelligence to enhance regulatory compliance in Ghana’s petroleum sector. Accompanied by his supervisor, Dr. Livio Robaldo, Joseph presented a prototype AI tool developed to automate and strengthen compliance with Ghana’s Local Content Regulations (LI 2204).
Joseph Anim’s research is the result of years of work at the intersection of AI and regulatory compliance, shaped by input from the Commission’s Directorate of Economics and Local Content. His project addresses the growing challenge of monitoring and verifying compliance in a sector that generates thousands of pages of documentation each year.
“It is important that a robust, user-friendly, and efficient monitoring system be established to improve compliance and ensure the delivery of local content. Integrating AI algorithms for real-time data analysis of local content reports would enable the Commission to improve its oversight responsibility and enhance local content compliance” Joseph Anim said.
Deputy Chief Executive Officer at the Commission, Mr. Nasir Alfa Mohammed in commending the team, welcomed the initiative, calling it a remarkably simple and user-friendly initiative.
“Local content enforcement is central to our development goals,” Mr. Mohammed said. “But effective enforcement depends on the tools we use. What we saw today is not just innovative; it is practical and could significantly improve how we monitor compliance. This I believe can enhance the work of the Commission, looking at the backdrop that we do these things manually” he added.
Dr. Robaldo, a Senior Lecturer and an expert in computational Law at Swansea University, a supervisor of the research, led the technical demonstration of the prototype using anonymised reports.
He explained that the main function of this prototype is to identify violations of selected regulations from LI 2204 based on information provided by companies in their submitted Annual Local Content Plans (ALCP). Additionally, in response to the
