Fifteen years ago, the Petroleum Commission was an institution being built from the ground up.
Today, it stands at the centre of Ghana’s upstream petroleum industry, with a mandate that has grown in significance as the country navigates both the opportunities of petroleum production and the demands of a changing global energy landscape.
That journey took centre stage yesterday as the Petroleum Commission officially launched its 15th anniversary celebrations, bringing together past and present leaders, government officials, industry stakeholders and staff to mark 15 years of regulatory excellence and set the tone for the years ahead.
The celebration, was held under the theme: “15 Years of Regulatory Excellence: Promoting a Sustainable Upstream Petroleum Industry for Ghana’s Energy Future.”
Reflecting on the Commission’s early days, its first Chief Executive Officer, Dr. Kwabena Donkor, recalled the determination that went into establishing an institution that had neither the resources nor the institutional weight it enjoys today.
“We went to UBA Ghana with no asset, no goodwill, no letter from the Ministry of Finance, and yet secured a mortgage. The result is what we know today.” Dr. Kwabena Donkor said.
Fifteen years on, the institution has moved far beyond those beginnings.
For current leadership, that progress comes with an equally important responsibility.
The Board Chairman, Dr. Ernest Thompson, reminded the gathering that the gains made over the years now belong to a new generation of leaders and professionals who must take the institution forward. As he put it, “The baton has been passed on to us”—a charge to build upon the Commission’s foundations with innovation, resilience and regulatory excellence.
That sense of continuity was echoed by the Ag. CEO Ms. Emeafa Hardcastle, who looked beyond the anniversary itself and towards what the next chapter could mean for the institution.
“The next chapter is ours to write, and I believe it will be even more extraordinary,” she said.
It was a fitting message for an institution marking 15 years: the past provides the foundation, but the future will be determined by what is built on it.
And that future is unfolding against a petroleum industry that is itself changing.
Delivering the keynote address, the Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, placed the Commission’s anniversary within the wider challenge of positioning Ghana competitively in a rapidly evolving global energy environment.
He stressed the importance of certainty, fair and robust regulation, investor confidence, fiscal stability, the sanctity of contracts and predictable laws in maintaining Ghana’s position as an attractive destination for investment.
One of the key moments of the launch was the unveiling of the anniversary logo, theme, and programme, formally ushering in a new chapter and setting the stage for a year of activities dedicated to celebrating the institution’s journey and engaging key stakeholders.
With the global energy transition gathering pace and Ghana seeking to secure sustainable value from its petroleum resources, the Commission’s next chapter will require continued regulatory excellence, innovation, and strong partnerships.
PC@15 is not merely a celebration of how long the Petroleum Commission has existed. It is a reflection on what has been built, and what must now be built for the future.
Fifteen years after its journey began, the Commission is looking ahead with a renewed mandate: to continue promoting a sustainable upstream petroleum industry and shape an upstream petroleum future that works for Ghana.
