Tenderers in the upstream petroleum industry have been equipped with requirements for an upcoming tender for the provision of aviation services. This was during a virtual workshop organised by the Petroleum Commission and Tullow Ghana Ltd. (TGL) last month.
The workshop was imperative, as it introduced suppliers to the Commission and TGL’s registration requirements which are needed to enhance transparency in the procurement process. It also highlighted evaluation criteria used by TGL in awarding contracts including technical, commercial, HSE and Local Content requirements among others.
Director Local Content at the Petroleum Commission, Mr. Kwaku Boateng, was pleased at the opportunity the workshop presented to tenderers.
“We believe that this workshop will enable the supply community to prepare adequately to submit competitive bids in the upcoming tender. I also believe that the workshop will give potential participants ample time to prepare for this tender”, he said.
He further expressed hope that at the end of the workshop those without local partners will understand the need to do so in accordance with the law.
Speaking at the event, the Manager Local Content of Tullow Oil Ghana, Dr. Jennifer Bruce-Konuah, also emphasised that local content is a tender evaluation criteria and tenderers who do not make a submission on their contribution towards local content have lower chances of winning the contracts.
“Not presenting a local content submission limits your chances of being successful and this includes indigenous companies. So, we are interested in how knowledge, skills and technology transition will be done,” she said.
On his part, Manager BAED of the Commission, Mr. Jonathan Narh-Dometey, called for a continuous partnership between the Commission, Tullow and other stakeholders emphasising that a strengthened relationship will advance local content and local participation and foster efforts to equip tenderers with the necessary information that will enable them to excel in their bidding for contracts in the upstream petroleum industry.
The participants were taken through series of presentations by officials from Tullow on varying topics such as the contract and procurement process, Ethics & Compliance requirements among others that will enable them to apply for the contract to provide aviation services for Tullow Oil Ghana.
The knowledge acquired at the workshop will afford potential suppliers ample time to identify suitable indigenous and JV partners as required.
